Why can a guest not see a download option?

Does downloading one photo affect the album?

Open the photo or video in the gallery and use the download control on it. As the host you can always do this. Guests only see a download control when Allow guest downloads is switched on in Album settings; with it off the control is hidden from them entirely, which is why a guest may say there is nothing to tap.
