What exactly can guests download?

Any photo or video they can already see, which depends on your [photo visibility setting](/help/manage-your-gallery/change-photo-visibility). Downloads never reveal something a guest could not otherwise view.

What do guests see when it is switched off?

Nothing. The download controls are hidden rather than disabled, so guests are not prompted to try something that will not work.

Does it affect my own downloads?

No. As host you can always save individual photos and [download the whole album](/help/after-your-event/download-all-event-photos), whatever this is set to.

A guest says they cannot save a photo.

Yes. Album settings has an Allow guest downloads toggle. With it on, guests can save any photo they are allowed to see. With it off, the download controls are hidden from guests altogether, so they can browse the gallery but not save anything. Your own access as host is unaffected either way.
