Yes. Likes are switched on in Album settings under Social Features. They are the lightest way for guests to react, and they are genuinely useful to you afterwards: the most-liked photos are a decent shortlist when you are choosing which ones to print.

Likes sit alongside Comments and Well Wishes.
Comments, Likes, and Well Wishes are switched on and off here.
